Make a simple FITS file for a Roman High Latitude Survey Image

Parameters:
exptime, nexp, background : float, int, float

Defaults specified to roughly match the variance in the pandeia 2D simulation result (ignoring Poisson from the source)

kwargs : dict

Positional keywords passed to roman_header

Returns:
hdu : astropy.io.fits.HDUList

HDU with SCI, ERR, DQ extensions
